The status of prosumer it allows you to inject the produced energy into the grid and get paid for it. In 2026, the process just got simpler — here's everything you need to know.
What is a prosumer?
Prosumer = PRODUCER + CONSUMER. The natural or legal person who produce and consume electricity, having the legal right to inject the surplus into the public network.
Conditions to become a prosumer
- Professionally installed photovoltaic system
- Maximum power: 100 kW for individuals (increased from 27 kW)
- Two-way smart meter (installed free by DSO)
- Technical approval for connection (ATR)
- Installer's Certificate of Conformity
The step by step process
1. Request ATR from the distribution operator (Distributie Energie Oltenia, E-Distribucie Muntenia, etc.) — free of charge, valid for 24 months
2. Order the photovoltaic system from an authorized installer (EcoSolaris)
3. The installer submits the connection file and obtains the certificate of conformity
4. DSO installs two-way meter (free)
5. You sign the prosumer contract with your supplier (Enel, CEZ, Electrica, etc.)
6. You start producing and injecting into the network
Energy settlement
There are two possible mechanisms:
1. Net Metering (the most used)
The injected energy is compensated annually with the consumed energy. At the end of the year:
- If you injected more than you consumed → you receive money for the difference at the wholesale market rate (~70-80 €/MWh)
- If you consumed more → you only pay the difference at your rate
2. Net Billing (less used)
The injected energy is paid at the monthly market price (variable), and the consumed energy at your fixed rate. Better for those with oversized system.
Concrete figures 2026
- Average residential consumption rate: 0.85 lei/kWh
- Prosumer injection tariff: ~0.35-0.45 lei/kWh
- A 5 kWp plant produces ~6,500 kWh/year
- If you consume 4,500 and inject 2,000 → annual benefit ~700-900 lei
Fiscal aspects
- Revenues below 100 kW are non-taxable for individuals
- You do not need to register as a PFA
- Only clear invoices issued by the supplier
Common problems and solutions
"DSO is late with the meter": According to the law you have the right to installation in 30-60 days. Complain to ANRE if it takes longer.
"The prosumer contract is unclear": Ask for clear clauses about the injection rate and settlement frequency.
"You don't have a smart meter": Ask for free upgrade to DSO.
